On June 1, 2015, Taiwan and the United States signed a memorandum of understanding to establish the Global Cooperation and Training Framework (GCTF)—a platform to utilize Taiwan’s strengths and expertise to address global issues of mutual concern. The initiative assists countries in the Indo-Pacific for their capacity building efforts through training programs for officials and experts, while also enhancing Taiwan's multilateral cooperation throughout the region. The GCTF has allowed Taiwan to build up its partnerships with regional countries and further expand its international presence. The full partners currently include Taiwan, the United States, Japan, and Australia.
Apart from the full partners, this conference is also co-hosted by the British Office Taipei (BOT), Canadian Trade Office in Taipei (CTOT), European Economic and Trade Office (EETO), and Israel Economic and Cultural Office in Taipei (ISECO), and co-organized with the National Democratic Institute and Taiwan Equality Campaign, to jointly call for emphasis on ending gender-based violence.
Keynote speakers in this conference are Jessica Stern, the U.S. Special Envoy to Advance the Human Rights of LGBTQI+ Persons, and Stella Ronner-Grubačić, Ambassador for Gender and Diversity of the European External Action Service. The conference consists of four forums, including “Ending gender-based violence”, “Preventing technology-facilitated and online gender-based violence”, "Gender-based violence and judicial practices”, and “Protecting personal safety for LGBTQI+ persons".
Experts and scholars from Taiwan, the U.S., Japan, Australia, the U.K., Canada, Israel, and Vietnam will share their valuable experiences and offer insights to help participants gain a better understanding of important current policies and international issues on ending gender-based violence. This conference is expected to motivate policy-making for eliminating all forms of gender-based violence, and to advance the rights and opportunities of women, girls, and LGBTQI+ persons.
