To highlight the achievements of the Global Cooperation and Training Framework (GCTF) over the past decade, the Ministry of Foreign Affairs, along with the American Institute in Taiwan (AIT), Japan-Taiwan Exchange Association (JTEA), Australian Office, and Canadian Trade Office in Taipei, in cooperation with the College of Social Sciences at National Chengchi University (NCCU), held the "GCTF 10th Anniversary High-Level Commemorative Roundtable" at NCCU on October 23, 2025. Representatives gathered to review the accomplishments of GCTF over the past ten years and discuss the future vision for deepening international cooperation.
The event featured an opening remarks by Vice President Bi-khim Hsiao. Key members of the GCTF, including Foreign Minister Lin Chia-Lung participated in the roundtable discussion, underscoring the high importance and strong support for GCTF.
Vice President Bi-khim Hsiao emphasized that over the past decade, GCTF has become a key platform for democratic partners to work together, demonstrating Taiwan's professional capabilities and resilient spirit in the face of global challenges. She stressed that cooperation based on trust and shared values is essential for strengthening social resilience and promoting peace and sustainable development. Looking forward, Taiwan will continue to deepen its cooperation with like-minded countries and contribute to fields such as artificial intelligence governance, supply chain security, energy transition, and humanitarian assistance.
During the roundtable, Foreign Minister Lin Chia-Lung explained how GCTF integrates the "integrated diplomacy" strategy to enhance Taiwan's key role in global dialogue. Participants also shared their experiences and observations from their respective countries, agreeing on the platform’s significant achievements in promoting cross-national cooperation in public health, digital governance, gender equality, and disaster risk reduction. Following the roundtable, students from NCCU engaged with the speakers in a Q&A session, focusing on topics such as democratic resilience, expanding participating countries, and strengthening local roles, showcasing the young generation's enthusiasm and active involvement in international affairs.
Since its establishment in 2015, GCTF has hosted over 90 international events, inviting representatives from more than 130 countries and regions, with over 10,000 participants, demonstrating Taiwan's proactive role in fostering global cooperation. As it enters its tenth year, GCTF will continue to deepen collaboration with partner countries and work together to promote an open, inclusive, and resilient global partnership network.
